论区域科技资源分配的普惠性正义与差异性正义

On Universal Distributive Justice and Differential Distributive Justice of Regional Scientific and Technological Resources

在创新驱动发展和区域协调发展的战略导向下,将马克思主义公平正义观与中国区域科技资源分配的实际相结合,提出区域科技资源分配中普惠性正义与差异性正义的时代内涵和实践指向。在区域科技资源分配中,确立分区分级、分层分类的分配思路,构建以权利公平、机会公平、规则公平为核心的区域科技资源的分配正义保障体系,从而实现普惠性和差异性相统一的制度设计。

Under the strategic direction of innovation-driven development and regional coordinated development,based on the Marxism theory of justice and the distribution of scientific and technological resources in China,connotation and practical direction of universal justice and differential justice of the distribution of scientific and technological resources are proposed.To achieve the unified system design of universal justice and differential justice,regional science and technology resources allocation principles should be established acording to different areas,different levels and categories of resources,and a regional science and technology resource distribution justice system with fair rights,opportunities,and rules should be established.
