乡村振兴战略背景下农村三产融合发展研究--以安徽农村为例

Research on the Integration Development of Rural Three Industries Under the Background of Rural Revitalization Strategy:Taking Rural Anhui Province as an Example

党的十九大报告明确提出了“乡村振兴战略”,为我国新农村建设和打赢农村脱贫攻坚战提出了新的遵循。实施乡村振兴的基础是产业兴旺,而推进农村三产融合发展是产业兴旺的关键。通过三产融合,各类资源要素在乡村产业间优化配置,实现产业升级,农业增值,农民增收。研究立足实证分析,以安徽省部分实践性强的县区农村为案例,运用案例研究法进行具体分析,发现农村地区在三产融合推进过程中存在的问题是外部环境发展不配套、主体产业优势不明显、融合发展要素瓶颈制约。主要对策是坚持科学发展理念,发挥正向引导;加强人才培训和引导;集中力量培育主体产业,不断放大发展优势;加强创新驱动,提升三产融合内生动能。

The"rural revitalization strategy"clearly puts forward in the 19th National Congress of the Communist Party of China new guidelines for China′s new rural construction and winning the battle against poverty in rural areas.The implementation of rural revitalization is based on industrial prosperity,and promoting the integration of the three industries in rural areas is the key to industrial prosperity.Through the integration of the three industries,various resource elements are optimally allocated among rural industries to realize industrial upgrading,agricultural va-lue-added and farmers′income increase.Based on empirical analysis,taking the rural areas of counties and districts with strong practicality as the case objects,this paper makes a concrete analysis by using the case study method.It is found that the problems existing in the process of promoting the integration of the three industries in rural areas are mainly the lack of matching development of the external environment,the lack of obvious advantages of the main industries,and the bottleneck restriction of the integration development factors.The main countermeasures are to adhere to the scientific development concept,give full play to positive guidance;strengthen personnel training and guidance;concentrate on cultivating main industries and continuously enlarge development advantages;strengthen the drive of innovation and enhance the internal vitality of the integration of the three industries.
