北京市再生水利用发展对策研究

The countermeasures for the development of reclaimed water utilization in Beijing

再生水作为重要的可利用水资源,已纳入到北京市水资源统一配置中,推动再生水利用意义重大。文中通过对北京市的污水处理及再生水利用发展历程、再生水利用的途径、再生水管网现状、再生水管理情况进行分析,从再生水利用发展政策、再生水特点和利用发展3个方面入手,分析了再生水利用中存在的管理法规不完善、相关激励政策不足、系统的管理体系尚未建立、监督和应急管理制度缺失等主要问题,提出需要健全相关法律法规、严格安全监管和风险控制、加大行政强制和经济激励力度、完善政策引导和市场激励措施等有利于北京市再生水利用发展的政策建议。

Reclaimed water,as an important available water resource,has been integrated into the unified allocation of water resources in Beijing.Its industrial development is of great significance to promote the utilization of reclaimed water.Based on the analysis of the development history of wastewater treatment and reuse of reclaimed water,the ways of reuse of reclaimed water,the present situation of reclaimed water network and the management of reclaimed water in Beijing,this paper discusses the imperfection of management laws and regulations and relevant incentive policies.It analyses the main problems,including three aspects:inadequate law and regulation,complete and systematic management system have not been established,and the lack of supervision and emergency management system.It puts forward some policy suggestions for the development of Beijing′s reclaimed water industry,such as improving relevant laws and regulations,executing strict safety supervision and risk control,increasing administrative compulsion and economic incentives,improving policy guidance and market incentives.
