台湾地区中小学性教育开展情况及其启示

Current Situation and Enlightenment of Sex Education in Primary and Middle Schools in Taiwan,China

台湾地区在健康促进学校性教育的模式下,中小学性教育的开展有效地整合了教育部门、卫生部门以及社会各界资源。台湾地区制定的有关规定保障了不同层级学校性教育的教学学时和内容,注重性教育师资的专业化培养、培训,注重不同层级学校学生性教育内容需求的调查,有效地实现了性教育教材、资源的供给与需求的精准对接,注重网络性教育平台和资源的构建,开放性的教学理念旨在帮助学生形成健康的性价值观念和认知。大陆应倡导性教育是健康教育的理念,从法律上保障学校性教育的施行;培养专业的性教育师资,将性教育作为中小学专门的教育模块推行;统一中小学不同层级学校性教育教学大纲;编辑、出版并提供适合中小学各层级学校性教育需求的可供选择的教学资源。

Under the model of health promoting sex education in schools,the sex education in primary and middle schools effectively integrates the all kinds of resources from education departments,the health departments and all sectors in the society.It legally guarantees the teaching hours and contents of sex education in different levels of schools,because it focuses on the professional training of sex education teachers and the investigation of the contents of students’sex education in different levels of schools,which effectively realizes the precise connection of the supply and demands of sex education’textbook and resources.Furthermore,it also focuses on the construction of education platform online and resources,whose open teaching concept is designed to help students form healthy sexual values and cognition.Therefore,based on the experience of sex education in the Taiwan region,it should advocate sex education as a health education in Chinese mainland,legally guarantee the implementation of sex education in schools in order to change the state of lacking sex education in most Chinese mainland schools.Therefore,it is necessary and important to cultivate professional sex education teachers and apply sex education as a special education module of the primary and middle schools with unified teaching contents of sex education for schools in different levels.Meanwhile,it is also necessary to edit,publish,and provide alternative teaching resources for the needs of sex education of all levels of the primary and middle schools.
