合理确定特许经营期,是保证集中供热PPP项目成功实施的关键。分析建设投资、建设期利息、经营成本、项目收入等影响因素,采用净现值法研究PPP集中供热项目的特许经营期,构建特许经营期的决策模型,为决策者选择合适的特许经营期提供参考。

Reasonable determination of franchise period is the key to ensure the successful implementation of central heating PPP project.This paper analyzes the influencing factors such as construction investment,interest during construction period,operating cost and project income,studies the franchise period of PPP central heating project by using the net present value method,and constructs the decision-making model of franchise period,so as to provide reference for decision-makers to choose the appropriate franchise period.
