对我国医务社工发展的法治化研究

Research on the Legalization of the Development of Medical Social Workers in China

在英美等国,医务社会工作发展至今已有100多年的历史,医务社工已经成为现代健康医疗体系中不可或缺的重要组成部分,对于促进患者康复,解决医疗纠纷,在现代医学人文关怀体系中发挥着不可替代的作用。然而,作为一门新兴职业,医务社工在我国起步比较晚,人们对此类社工的社会价值认识模糊,医务社工从业人员专业化程度也较低,在医院工作环境中被视为行政体系中可有可无的存在,管理上行政化倾向严重,其角色定位和工作职能在实践中难以真正实现。本文从医务社工的职业独特性出发,以我国现阶段医务社工发展中的主要问题为研究对象,着力在法律层面探讨医务社工发展的对策,其目的是建立适合于我国国情的医务社工法律制度。

In Britain and the United States, the development of medical social work has a history of more than 100 years. Medical social work has become an indispensable part of modern health care system. It plays an irreplaceable role in promoting the rehabilitation of patients and solving medical disputes. However, as a new profession, medical social workers started relatively late in our country. People have a vague understanding of the social value of such social workers, and their professional degree is also low. They are regarded as dispensable in the administrative system in the hospital working environment. The tendency of administrative management is serious, and its role positioning and work functions are difficult to realize in practice. Based on the professional uniqueness of medical social workers, this paper takes the main problems in the development of medical social workers in China as the research object, and tries to explore the countermeasures for the development of medical social workers at the legal level. The purpose is to establish a legal system of medical social workers suitable for China’s national conditions.
