情指一体、情勤对接、情行融合的公安改革,标志着现代警务指挥体系的初步构建。检验现代警务指挥是否高效的一条重要标准就在于能否科学、准确和迅速地形成警务指挥决策。随着情指融合机制的构建,现代警务指挥决策日益呈现出目标的特殊性、超强的时效性、多域交织的复杂性和极高的风险性等显著特征。为此,在警务指挥决策过程中,必须坚持个人决策与集体决策相结合、主观决策与客观辅助决策相结合、运用预案与临时决策相结合,从提升指挥决策者决策能力、加强指挥决策机构辅助作用、夯实指挥决策保障基础、做足指挥决策风险评估等方面强化警务指挥决策效能。
