当前我国城市轨道交通飞速发展,地铁的运营里程已居世界第一。地铁的安全运行需要公安部门对公共场所秩序的保障,以及地铁部门对列车运行安全的保证。基于协同学理论构建两部门的协同指挥和处置模型,可以理清在事前预警、紧急事件发生时和紧急事件发生后等三个阶段中两部门处置的职责和权限,以及相互之间的协同工作安排。
