Building a suitable public health system:Shanghai should be a forerunner among global cities

基于适宜公共卫生体系评价标准的比较分析,上海公共卫生体系适宜程度在10个代表性全球城市中居第3位(评分758.1分),仅次于伦敦和纽约,并在传染病预防控制、妇女保健和儿童保健领域居领先地位(均列第1位)。这表明上海已摸索出了一条适合自身的发展道路,充分体现了“中国特色、时代特征、上海特点”。基于模拟预测,可以认为,若能聚焦“相关各方职责不够清晰、难以考核”这一短板,乘势而上,上海公共卫生体系有望在4~8年内超越Alpha++城市伦敦和纽约,领跑全球城市。

With a comparative analysis based on the Assessment Criteria of Suitable Public Health System,the suitability of Shanghai’s public health system ranks the third in 10 representative global cities with the score of 758.1,slightly behind London and New York City,and Shanghai has taken the lead in prevention and control of infectious diseases,women’s health and child health(all ranking the first).This shows that Shanghai has already found out a development path that suits its own purposes,and well reflects“the Chinese characteristics,epochal features and Shanghai’s peculiarity”.It can be argued on the basis of relevant simulation predictions that Shanghai’s public health system is expected to surpass the Alpha++cities like London and New York City and take the lead among the public health systems of global cities within four to eight years so long as it can focus on its weakness of“unclear and hard-to-examine responsibilities of various related parties”and march forward by taking the advantage of favourable situations.
