新疆卫生总费用筹资水平与结构分析

Analysis on financing level and structure of total health expenditure in Xinjiang

目的从筹资规模、内部结构2个维度初步分析2008—2016年新疆维吾尔自治区的卫生总费用。方法通过统计年鉴获取卫生总费用的相关数据,用来源法进行描述性分析。结果新疆维吾尔自治区卫生总费用的年均增长率高于地区生产总值的年均增长率,人均卫生费用的年均增长率波动较大,略高于全国水平,新疆维吾尔自治区的卫生总费用持续增加,政府、社会卫生费用占比及增速均高于全国水平,个人卫生支出占比低于全国的数据。结论2011年是转折年,新疆维吾尔自治区卫生总费用及人均卫生费用的增长明显。卫生消费弹性系数较高,全社会可能面临卫生筹资困难的问题。新疆维吾尔自治区卫生总费用的控制有待加强,应着力提高卫生费用的利用效率。2016年,新疆维吾尔自治区政府、社会、个人现金卫生支出筹资结构为1.21∶1.68∶1.00,进一步优化面临挑战。

Objective To make a preliminary analysis of the total health expenditure in Xinjiang Uygur Autonomous Region from 2008 to 2016 from the two dimensions of financing scale and internal structure.Methods Data related to total health expenditure were obtained from statistical yearbook and descriptive analysis were conducted by source method.Results The annual growth rate of the total health expenditure in Xinjiang Uygur Autonomous Region was higher than that of the gross regional product.The growth rate of per capita health expenditure fluctuated greatly and was higher than the national level.The total expenditure on health in Xinjiang Uygur Autonomous Region continued to increase,with the proportion and growth rate of government and social health expenditure both higher than the national level,and the proportion of personal health expenditure was lower than the national level.Conclusion Xinjiang’s total health expenditure and per capita health expenditure increased significantly,with 2011 to be the turning point.The elasticity coefficient of health consumption was relatively high,and the whole society may face difficulty in health financing.It is suggested that the control of total health expenditure in Xinjiang Uygur Autonomous Region be strengthened,and the utilization efficiency of health expenditure be improved.In 2016,the health financing structure ratio of Xinjiang Uygur Autonomous Region government,society and personal health expenditure was 1.21:1.68:1.00,presenting challenges for further optimization.
