The New Mission of Language Aff airs in the New Era

本文立足于语言文字事业发展的新时代坐标,从国际国内多维度分析新时代语言文字事业发展新形势、新需求、新挑战和新机遇,对新时代语言文字事业发展的新目标从步骤、内容、指标和思维主轴等方面进行了思考。文章提出了“体系+能力”新时代语言文字事业发展的顶层设计图谱和实践路径图谱,并建构了语言文字工作治理体系和治理能力体系框架,探讨了国家语言文字工作治理体系和治理能力现代化建设主要思路和内容。

Situated against a backdrop of the latest development of language and script aff airs in the new era,this study attempts to embark upon a multidimensional examination of new situations,new demands,new challenges and new opportunities to be encountered from both domestic and international perspectives,and explores the implementation stages,contents,assessment index and major principles of new objectives of language work.On the basis of a review of thoughts and work on the modernization of the national language governance system and its capacity,this study proposes a top-down design and an implementation scheme,namely the‘system+capacity’,as the path of carrying out the cause of language and script work,in order to construct a systematic framework for the governance system and its capacity for the development of language and script work in the new era.
