The Theoretical Logic of Language-Driven Poverty Alleviation and Its Actual Eff ectiveness

语言扶贫是贫困治理的重要内容,也是贫困治理的重要方式。语言扶贫参与贫困治理成效显著,可以提升贫困人口的人力资本,促进贫困人口的社会流动和社会融入,传播现代科学文化知识,有效阻断贫困代际传递,推进各民族全方位的交流合作。为了高质量打赢精准脱贫攻坚战,需要在语言扶贫工作中处理好物质扶贫与扶智扶志的关系、阶段性任务与周期性工作的关系以及国家通用语言与少数民族语言、方言的关系,充分发挥语言扶贫的治理效用。

Language-driven poverty alleviation has been increasingly seen as an important part of poverty alleviation,which has achieved remarkable results in the Chinese context.Wider community language education can increase the human capital of the poor and promote upward social mobility and social integration.The popularization of lingua franca also contributes to spreading the modern scientifi c and cultural knowledge among poverty affl icted population and thus to eff ectively block the inter-generational transmission of poverty.Furthermore,an all-round exchanges and cooperation among ethnic groups also benefi t from language education to a great extent.Through examination of habitual practice and the eff ectiveness of language-driven poverty alleviation from perspectives of economy,linguistic capital and sociolinguistics,this paper attempts to argue that in order to win the battle of poverty alleviation with high quality,it is necessary to deal with the relationship between material poverty alleviation and intellectual poverty alleviation.In addition to this,it is also essential to emphasize the relationship between phased tasks and periodic work,and the relationship among the lingua franca,the minority languages and regional dialects in language-driven poverty alleviation eff ort.In the conclusion,we also highlight the importance of giving full consideration to the actual eff ectiveness achieved through language-driven poverty alleviation implementation.
