排污许可制下污染物总量控制及实际案例分析 被引量:8

摘要 为使总量控制更好地服务于环境质量改善,文章结合日常污染物总量控制和排污许可工作实际,通过分析污染物总量指标确认、污染物总量减排和许可排放量核定之间的关系,找出了污染物总量控制和排污许可制度衔接关键。结果表明,污染物排放量的核算是总量控量制度与排污许可制度衔接的关键点。为使其更好地衔接,废气许可排放量应包括主排口、一般排口和无组织排放,排污许可规范应为总量指标确认、总量减排核算、许可排放量核定的统一标准。这样核算出的污染物排放量能自动衔接到排污许可中,有助于污染物总量控制落实到每个排污单位,定位到每个排污环节,使总量减排与环境质量改善更具同步性,同时为排污许可制与其他制度衔接提供借鉴。 In order to improve the environmental quality with the total pollutant control,considering the daily work practice of the total pollutant control and the pollutant permit,this paper analyzed the relationship among the confirmation of total pollutant index,the reduction of the total pollutant emission and the approval of the permitted emission.The key of the connection between the total pollutant control system and the emission permit system was proposed.The results showed that the calculation of the pollutant emission was the key factor.To accomplish a better connection between the two system,the permitted emission of the exhaust gas should include the main discharge,the general discharge and the unorganized discharge.The specification of the pollutant emission permit should be a unified standard with the confirmation of the total pollutant index,the calculation of the total emission reduction and the approval of permitted emission.Thus,the calculated pollutant emission could be automatically connected to the pollutant permit.And it was helpful to implement the total pollutant control to each pollutant emission unit and locate each pollutant emission link.The improvement of environmental quality was more synchronous with the reduction of total pollutant emission.In addition,it provided a reference for the connection between the emission permit system and other systems.
