我国构建全民终身教育体系的历史回顾与展望——基于《中华人民共和国教育法》颁布以来

A Historical Review and Prospect of China’s Construction of Lifelong Education System for All--A Case Study of the Development Since its Promulgation of the Education Law of the People’s Republic of China

中共中央在第十九届四中全会做出的《决定》中,提出要“构建服务全民终身学习的教育体系”,研究回顾我国自1995年颁布的《中华人民共和国教育法》中提及实施终身教育、构建终身教育体系以来的25年里,国内在终身教育、终身学习及体系建设方面的文献研究、政策发展、战略部署与项目推进等方面,分析在此期间该领域的事业发展历程和现实进展情况,从加强教育宣传引导、促进法规制度建设和建立支持服务体系等方面,提出推动和完善我国终身教育体系建设的策略思考或未来展望。

In the Decision made at the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China,the CPC Central Committee made the proposal for“building an education system serving the lifelong learning for all the people”.This paper reviews such aspects as literature research,policy development,strategic deployment and project promotion,etc.,in aspects of lifelong education,lifelong learning and system construction in China over the past 25 years since the promulgation of the Education Law of the People’s Republic of China in 1995.It also analyzes the course development process and actual progress in the foresaid fields during the same period,and from the aspects of strengthening education publicity and guidance,promoting the construction of laws and regulations and establishing support service system the paper puts forward the strategic thoughts or future prospects that serve to promote and improve the construction of life-long education system in China.
