我国政府数据开放的困境及对策——基于大数据征信视角

The Dilemma and Countermeasures of Government Data Opening in China:Based on the Perspective of Big Data Credit Reporting

当前,我国政府数据开放已提升到国家战略层面。总体来看,我国政府数据开放在不同地区之间存在较大差异,同时面临法律制度不够完善、数据开放机制缺乏、专业人才综合素质偏低等困境,难以应对大数据征信发展的需要。因此,应从隐私保护入手,加快政府数据开放配套法律制度建设,构建完善的政府数据开放机制,并充分考虑大数据征信和政府数据开放的特征,加强复合型人才培养,解决政府数据开放面临的专业人才缺乏问题。

At present, Chinas government data opening has been elevated to the level of national strategy. In general, there are great differences between different regions in Chinas government data opening, and it is difficult to meet the needs of the development of big data credit reporting due to the imperfect legal system, lack of data opening mechanism and low comprehensive quality of professional talents. Therefore, we should start with the protection of privacy, accelerate the construction of supporting legal system for government data opening,build a perfect government data opening mechanism, fully consider the characteristics of big data credit reporting and government data opening, strengthen the cultivation of compound talents, and solve the problem of lack of professional talents faced by government data opening.
