我国社会养老保险制度的机制调整研究——基于可持续发展的视角

Research on the Mechanism Adjustment of China's Social Pension Insurance System:Based on the Perspective of Sustainable Development

随着我国老龄人口的基数不断增加,促进社会养老保障制度可持续发展对于提高我国社会保障水平具有重要意义。研究发现:当前我国社会养老保险制度可持续发展仍然面临着严峻的挑战。一方面,老龄化问题增加了养老保险基金缺口和财政负担;另一方面,养老保险制度自身也存在着缴费门槛的漏洞。鉴于此,需要采取渐进式延迟退休政策、划转国有资本、形成社会协同治理模式等措施来解决。

With the continuous increase of the base of the aging population in China,to improve the level of social security in China,it is of great significance to promote the sustainable development of the social old-age security system.The study found that the sustainable development of China's social pension insurance system is still facing severe challenges.On the one hand,the aging problem has increased the gap in pension insurance funds and financial burden;on the other hand,the pension insurance system itself also has loopholes in the payment threshold.In view of this,it is necessary to adopt measures such as gradually delaying retirement policies,transferring state-owned capital,and forming a social coordinated governance model.
