宅基地经营性流转的收益调节机制研究——基于云南省大理市L村的案例

摘要 随着近些年旅游业的不断发展,宅基地流转用作经营的现象日益普遍。一方面拉动旅游业消费,为政府带来税收,使流出方获得租金收益,流入方作为经营者获取经营收益。另一方面也造成了环境、噪声污染和管理负担等。其中的利益相关方即政府、村集体、流出方和流入方在此过程中的利益分配存在不公平的现象。因此引入外部性理论,旨在从经济层面量化各方的正负外部性。基于平衡各方利益和促进区域可持续发展的角度,提出收益调节金机制及相应测算办法,并以云南省大理市L村实际情况进行验证。 With the continuous development of tourism in recent years,transferring rural homesteads and use it as business is becoming a common phenomenon.On the one hand,it can stimulate tourism consumption,bring tax to the government,make the outflow party obtain the rent income,and the inflow party as the operator obtains the business income.On the other hand,it also causes environmental,noise pollution and management burden.There is an unfair distribution among all stakeholders:the government,the village collective,the outflow and the inflow.Based on the above background,the income and expenditure of all parties are synthetically considered from the perspective of externality theory.In order to balance the interests of all parties and promote the sustainable development of the region,the mechanism of income regulation and the corresponding calculation method are put forward,finally the L village,Dali city is taken as an example for empirical study.
