摘要
近年来,集装箱船在靠泊过程中碰撞码头事故时有发生,为了研究集装箱舶在靠泊过程中存在的危险因素,进而保证集装箱船的安全靠泊,本文以2020年4月6日发生在韩国釜山港的"MILANO BRIDGE"轮碰撞桥吊事故为例,对事故发生时的海洋环境以及碰撞经过进行了还原.采用鱼骨链的分析方法,从环境、《1972国际海上避碰规则》(简称《避碰规则》)、设备、人员四个方面对事故原因进行了深度挖掘,笔者针对事故原因,从靠泊前的准备、《避碰规则》的遵守、引航员和船长责任、船员管理、情景意识五个方面提出了保障集装箱船安全靠泊的措施.期望本文能对集装箱船的安全靠泊提供一定的借鉴意义.
In recent years,container ships often collide with docks during berthing.In order to study the risk factors in the berthing process of container ships,and to ensure the safe berthing of container ships,this paper takes the MV"MILANO BRIDGE"collision bridge crane accident in Busan port,South Korea on April 6,2020 as an example.And this paper restored the Marine environment at the time of the accident and the collision process.Using the method of fishbone chain analysis,the causes of the accident were deeply explored from four aspects:the environment,the international regulations for preventing collisions at sea,1972(hereinafter referred to as the regulations for preventing collisions),equipment and personnel.According to the causes of the accident,the author puts forward the measures to ensure the container ship’s safe berthing from five aspects:the preparation before berthing,the observance of the rules for preventing collision,the responsibility of the pilot and the master,the management of the crew,and the emergency measures.This paper is expected to provide some reference for the safe berthing of container ships.
