话语共识与协商回应:文化宣传类提案的传播互构研究

Discourse Consensus and Consultative Response:Communication Interaction of Cultural Propaganda Proposals

全国两会协商民主过程中,提案议题的发起、协商与回应关系到公众的话语权与话语共识,以及政府、公众二元主体围绕提案进行的深层次政治沟通和互动。通过对十二届全国两会231件文化宣传类提案的内容分析,发现在提案类型中,公众对公共利益尤其是主观公益类议题存在选择偏向,在诉求表达中则以理性和逻辑表达为主。同时,提案的集体诉求体现了公众在议题关注和政治参与中与政府议题的话语共识。而在政府层面,政府对提案的回应展现了固定化的话语模式,以话语完成对公众议题的建构以及对政府议题的选择。然而目前协商民主多实践于建制化的公共领域中,协商民主需要扩展到整个政治过程,将其逻辑运用于不同层级、不同领域的公共事务治理中。可以依靠公共领域的常态化以及协商文化塑造等关键要素的建构,实现协商民主的日常化,从而探索一条交往互动下的民主政治协商路径。

In the process of the two sessions,the initiation,consultation and response of the proposal issues are related to the public s discourse power and discourse consensus,as well as the deep political communication and interaction between the government and the public dual subject around the proposal.Through the analysis of the contents of 231 cultural propaganda proposals of the 12th National two sessions,it is found that in the type of proposal,the public has a choice bias toward the public interest,especially subjective public welfare issues,and the rational and logical expression in the appeal expression.At the same time,the collective appeal of the proposal reflects the public s discourse consensus with government issues in the issues of concern and political participation.At the governmental level,the government s response to the proposal demonstrates a fixed discourse model that uses discourse to complete the construction of public issues and the choice of government issues.However,the deliberative democracy is currently practiced in the public domain of institutionalization.The deliberative democracy needs to be extended to the entire political process,and its logic is applied to the governance of public affairs at different levels and in different fields.It can rely on the normalization of the public domain and the construction of key elements,such as the consultation of cultural shaping to realize the dailyization of deliberative democracy,so as to explore a path of democratic political consultation under the communication interaction.
