安徽省绩溪荆州“利奇马”台风暴雨洪水灾后反思

Reflection after typhoon “Lekima” rainstorm and flood in Jingzhou,Jixi,Anhui Province

受2019年第9号台风“利奇马”影响,安徽绩溪县荆州遭受台风暴雨袭击,造成严重损失。本文总结和分析了流域基本概况、暴雨洪水资料及其成灾主要原因,提出了防灾减灾工程措施和非工程措施实施建议,旨在为灾后反思和防汛防台风暴雨预测预警、灾后评估、防灾体系建设完善提供基础参考资料。

Jingzhou,Jixi County in Anhui Province was hit by heavy rain under the influence of typhoon Lekima,the 9th typhoon in 2019,thereby causing heavy losses.The basic situation of the river basin,the data of rainstorm and flood as well as the main causes of disaster are summarized and analyzed in the paper.The implementation suggestions of disaster prevention and reduction engineering measures as well as non-engineering measures are proposed in order to provide basic reference materials for post-disaster reflection,flood prevention and typhoon rainstorm prediction and warning,post-disaster assessment and disaster prevention system construction.
