都市圈内中小城市功能提升的体系建构

The Strategy of Improving the Function of Small-medium Cities in Metropolitan Area

为充分发挥都市圈对区域经济和社会发展的重要支撑作用,须进一步提升都市圈内中小城市的功能。基于城市动力学、区域经济学理论和方法,设定都市圈内中小城市功能提升的体系建构,主要包括动力机制、提升重点、政策手段、路径选择四个方面。都市圈内中小城市功能提升是都市圈内部、外部各种力量相互作用的物质空间反应。都市圈内中小城市功能提升主要包含增强核心城市溢出效应、改善核心城市与中小城市之间的交通联系、增强中小城市承接能力三个环节。都市圈内中小城市功能提升需要借助合理的手段,即以行政手段为主转变为以法律手段、经济手段和政策手段并用为主,保证政策的有效性和可持续性。都市圈内中小城市功能提升可按照产业发展—吸纳就业—公共服务—人口集聚的路径,即逐步推动中小城市产业发展,增加中小城市就业机会,推动公共服务共建共享,促进人口合理集聚。

In order to give full play to the supporting role of metropolitan area for the national economic and social development,it is necessary to enhance the functions of small-medium cities in metropolitan area.Based on the basic principles of city and regional economy and the theory of dynamics,the strategy of improving the function of small-medium cities in the metropolitan area can be summarized as four aspects:dynamic mechanism,promotion focus,policy tools and path selection.The function promotion of small-medium cities in the metropolitan area is the material spatial response of the interaction of various forces inside and outside the metropolitan area.The function promotion of small-medium cities in the metropolitan area includes three links:enhancing the spillover effect of the central city,improving the traffic connection between the central city and the small-medium cities,enhancing the capacity of small-medium cities to undertake.In order to improve the function of small-medium cities in the metropolitan area,we need to use reasonable means to transform administrative means into legal and economic means,so as to ensure the effectiveness and sustainability of policies.The function improvement of small-medium cities in the metropolitan area can be arranged according to the time sequence of industrial development,employment absorption,public service and population agglomeration,gradually promote the industrial development of small-medium cities,expand the employment opportunities of small-medium cities,promote the co construction and sharing of public services,and promote the reasonable agglomeration of population.
