新时代西藏边境地区加快发展思维面向

Thoughts on accelerating development of Tibet's border areas in the new era

西藏作为祖国西南边疆的一部分,有着独特地理区位意义,是国土安全和生态安全的重要屏障,是“边中之边”.在国家治理现代化和人民追求美好生活的宏大叙事中,西藏边境地区经济社会文化等各层级都面临着重构与发展,并呈现出不均质的发展现状.由于存在2000多公里的未定国界,治理开发西藏边境地区时需要对“边界线”予以重点关注:对已定、未定国界线进行分类探讨,对边境地区关涉的县域经济发展资源、突破口等也应进行分类思考,摸清集聚人口及其他资源的潜力和方向.在整个发展过程中,还应处理好多方面因素构成的相互关系,因地制宜,分类施策,努力实现多维度平衡下的人口集聚,最终实现稳边固边.

As a part of the southwest frontier of the motherland,Tibet has its unique geographical significance,it is an important barrier for homeland security and ecological security,the"edge within the edge".In the grand narrative of the modernization of national governance and the people's pursuit of a better life,the economic,social,cultural and other levels in the border areas of Tibet are facing reconstruction and development,and presenting an uneven development status quo.Due to the existence of more than 2,000 km of undefined national boundaries,the governance and development of Ti-betan border areas need to pay special attention to the"boundary line";classified discussions on the defined and undefined national boundaries;classified thinking on border counties’economic development resources and breakthrough points,and identification on border counties’potential and direction of population and other resources.In the whole process of development,we should also deal with the interrelationship of many factors--adopting measures in accordance with local conditions and different categories--to realize population agglomeration in a multi-dimensional balance,and finally achieve the construction of a stable and solid border.
