数字政府:基于数据的治理与对数据治理的视角

Digital government:Data-based governance and perspectives on data governance

当今人类正在经历向以网络、大数据、人工智能为代表的新信息时代的转型.政府借助新兴信息技术提升治理现代化水平是趋势.数字政府不是传统电子政务的更新版本,而是新生态,致力于实现国家治理体系和治理能力现代化.数字政府“强调政府作为治理主体以数字化方式进行治理,‘政府’是主体,‘数字’为方式,落脚于‘治理’”,其治理的逻辑有两层意义:一是“基于数据的治理”,推进公共服务(包含政务服务)高效化、社会治理精准化、政务工作协同化,提升政府治理现代化水平;二是把“数据治理”纳入到政府治理的议题内,直面数据缺陷及数据鸿沟、数据安全、网络问政等新的政府治理命题.只有将新一代信息技术优势与政府治理的制度优势有效结合,方能把制度优势转化为治理效能.

Today,human beings are undergoing a transformation to the new information era represented by network,big data and artificial intelligence.It is a trend that the government takes advantage of emerging information technology to upgrade the level of governance modernization.Digital government is not an updated version of traditional e-government,but a new ecology,committed to the modernization of national governance system and governance capacity.Digital government"emphasizes that the government,as the subject of governance,conducts governance in a digital way,the'government’is the subject and the‘number’is the way to settle in the'governance'".The logic of govern-ance has two layers of significance:the first is"data-based governance",which aims to make public services(including government services)more efficient,social governance more precise,and government work more coordinated,so as to enhance the modernization of government governance;the second is to include"data governance"into the topic of government governance,and face data defects and data gap,data security,network governance and other new government governance propositions.Only by combining the advantages of the new generation of information technology with the institutional advantages of government governance can institutional advantages be transformed into governance effectiveness.
