摘要
教育服务产业的失范具有“合污默契”的包庇特性、“习得强化”的传播特性和“骨牌效应”的破坏特性等特征。因市场行为主体不同,产业失范类型可分为明星级大企业高“光环效应”所致的产业失范及中小微企业低“门槛成本”所致的产业失范。归因分析表明,失范原因分别来自产业准入与退出机制、产业服务质量监管体系、产业自律等等方面。有必要针对归因分析结果采取相应对策,从从业主体、行业自律和政府监管着手,实现产业规范化发展。
The anomie of education service industry has the characteristics of shielding of“cooperation and tacit agreement”,propagation of“acquisition and reinforcement”and damage of“domino effect”.According to different market behavior subjects,the patterns of industry anomie are divided into industry anomie caused by high“halo effect”of large enterprises and industry anomie caused by low“threshold cost”of small and medium-sized enterprises.The attributions of industry anomie come down to:industry access and exit mechanism,industry service quality supervision system,industry self-discipline,etc.It is necessary to take corresponding countermeasures against the results of attribution analysis,starting from the practitioners,self-discipline of the industry and government supervision,so as to realize the standardized development of the industry.
