The Basic Socialist Economic System and Modernization of National Governance

社会主义基本经济制度与国家治理现代化有着密不可分的联系。一方面,社会主义基本经济制度决定了我国经济发展的性质和方向,是实现国家治理现代化的根本制度安排,因而基本经济制度的完善程度决定了国家治理现代化是否能够顺利推进。另一方面,任何制度上的优势最终都要通过国家治理实现,治理效能的好坏直接体现基本经济制度的优劣,因此,推进国家治理体系和治理能力现代化也是充分发挥社会主义基本经济制度优势的重要保障。推进国家治理现代化必须把社会主义基本经济制度的优势转化为治理效能。在转化过程中,国家治理能力具体表现为党的领导能力、制度执行能力、资源动员能力和风险控制能力四个方面。

The basic socialist economic system is closely related to the modernization of national governance.On the one hand,the basic socialist economic system determines the nature and direction of China’s economic development,and is the fundamental institution for realizing the modernization of national governance.Therefore,the level of perfection of the basic economic system determines whether the modernization of national governance can be promoted smoothly.On the other hand,any institutional strength must ultimately be reflected by national governance.The effectiveness of governance directly reflects the quality of the basic economic system.Therefore,advancing the modernization of the national governance system and governance capacity is also an important guarantee for giving full play to the advantages of the basic socialist economic system.To advance the modernization of national governance,it is necessary to transform the advantages of the basic socialist economic system into governance effectiveness.In the process of transformation,national governance capability is embodied in four aspects,namely,the party’s leadership ability,institutional execution ability,resource mobilization ability and risk control ability.
