摘要
现代社会治理是一个多元参与、理性协商与建设性解决社会问题的过程。社会组织参与社会协同治理是推进国家治理体系和治理能力现代化的必然要求,它在增强社会治理的公共性、公正性及推动社会和谐发展等方面具有重要的意义。但由于社会组织也存在着公信力不足、监督机制不健全、人才建设滞后等诸多问题,影响并制约了社会组织在社会协同治理中作用的发挥。因此通过人才建设、政府职能转变、党建引领、信息共享、健全机制等措施可有效突破社会组织在社会协同治理方面的困境,推动社会治理创新。
Modern social governance is a process of multiple participation,rational consultation and constructive solution to social problems.The participation of social organizations in social collaborative governance is an inevitable requirement to promote the modernization of national governance system and governance capacity.It is of great significance in enhancing the publicity and fairness of social governance and promoting the harmonious development of society.However,there are many problems in social organizations,such as lack of credibility,imperfect supervision mechanism,and lagging talent construction,which affect and restrict the role of social organizations in social collaborative governance.Therefore,through talent construction,government function transformation,Party building guidance,information sharing,mechanism perfection and other measures,we can effectively break through the plight of social organizations in social collaborative governance,and promote social governance innovation.
