当前我国粮食保供稳价形势及对策研究

Current Situation of China's Grain Supply and Price Stabilization and Countermeasures

2020年7月,习近平总书记在吉林省考察期间强调指出:“要把保障粮食安全放在突出位置,毫不放松抓好粮食生产”。本文在分析当前我国粮食保供稳价总体形势的基础上,梳理了近十年粮价走势及主产区成本收益数据,深入研究我国粮食保供稳价的有利条件及影响因素,研究发现:从中长期看,农民种粮收益稳步提高,粮食产量与种粮收益和粮食最低收购价格水平密切正相关;从当前我国粮食保供稳价的有利条件来看,各级党委政府重视、粮食综合生产能力持续提升、国民粮食安全意识普遍增强等,进一步筑牢了物质基础。本文从保障粮食生产、缓解仓容压力、改善扶持方式、提升应急保供效能、引导粮价预期等多方面入手,提出稳定粮食产业链供应链相关建议。

In July 2020,General Secretary Xi Jinping emphasized during an inspection tour in Jilin Province:"We must put food security in a prominent position,and we must not relax and do a good job in food production."Based on the analysis of the current overall situation of my country's grain supply and price stability,this paper combs the grain price trends in the past ten years and the cost-benefit data of the main producing areas,and deeply studies the favorable conditions and influencing factors of my country's grain supply and price stability.The research finds:In the medium and long term,farmers’income from growing grain has steadily increased,and grain output is closely related to the income from growing grain and the minimum grain purchase price level;from the current favorable conditions for maintaining food supply and stable prices in my country,the party committees and governments at all levels attach importance to comprehensive grain production.The continuous improvement of capabilities and the general increase in national food security awareness have further strengthened the material foundation.This article starts with ensuring food production,alleviating the pressure on storage capacity,improving support methods,enhancing the efficiency of emergency guarantee supply,and guiding food price expectations,and puts forward relevant suggestions for stabilizing the food industry chain supply chain.
