福建省科技扶贫长效机制探究——以福建省农业科学院为例

Research on the Long-term Mechanism of Poverty Alleviation by Science and Technology in Fujian Province——A Case of Fujian Academy of Agricultural Sciences

【目的/意义】科技扶贫是中国扶贫开发工作的重要组成部分,文章以福建省农业科学院为例,探讨建立福建省科技扶贫,服务“三农”的长效机制。【方法/过程】针对科技扶贫的特点,总结福建省农业科学院科技扶贫的做法、成效,分析福建省科技扶贫存在的问题并提出相应对策。【结果/结论】结果显示,福建省农业科学院科技扶贫在科技服务推广、项目带动区域支柱产业开发、精准对接基层需求、科技特派员工作、科技培训和扶贫制度保障等方面取得了较好的成效,针对福建省科技扶贫存在项目缺少针对性、实践性技术指导欠缺、扶贫联动机制不够完善、农民扶贫参与度不够高等问题,从科技扶贫的政策导向、项目设立、新型农民培育、扶贫机制、实施保障等5方面提出构建福建省科技扶贫的长效机制。

【Objective/Meaning】The poverty alleviation by science and technology is an important part of China’s poverty alleviation and development.By taking Fujian Academy of Agricultural Sciences as an example,the establishment of a long-term mechanism for poverty alleviation by science and technology in Fujian Province to serve the agriculture,rural areas,and rural residents was discussed.【Methods/Procedures】Aiming at the characteristics of poverty alleviation by science and technology,the practice and effect of poverty alleviation by science and technology of Fujian Academy of Agricultural Sciences were summarized,and the problems existing in the poverty alleviation by science and technology in Fujian were analyzed.Last,the corresponding countermeasures were put forward.【Results/Conclusions】The results showed that the poverty alleviation by science and technology of Fujian Academy of Agricultural Sciences has achieved good results in the promotion of scientific and technological services,the development of regional pillar industries driven by projects,the precise docking of grass-roots demands,the work of scientific special commissioners,the training of science and technology,and the guarantee of poverty alleviation system,etc.Aiming at the problems of poverty alleviation by science and technology in Fujian,such as lack of pertinence,lack of practical technical guidance,imperfect linkage mechanism of poverty alleviation,and insufficient participation of farmers in poverty alleviation,the long-term mechanism for the poverty alleviation by science and technology in Fujian was put forward from the five aspects of policy guidance,project establishment,cultivation of new type farmers,mechanism for poverty alleviation and implementing guarantee.
