"One Law,One Regulation"Law Enforcement Inspection of Water Pollution Prevention and Control in Hubei Province and Third Party Evaluation Practice and Suggestions

在总结湖北省水污染防治工作成效的基础上,提出了标本兼治、和谐共赢、规划先行和科技主导4点建设性建议。通过实践,了解了湖北水污染防治工作现状、成效以及存在的主要问题,针对"一法一条例"的实施与修订,提出了水质恶化与水量不足、预防措施与治理措施、科技创新与国际接轨、环境保护与经济发展4个重要关系的应对建议。

On the basis of summarizing the effectiveness of water pollution prevention and control work in Hubei Province,four constructive suggestions are put forward to address both symptoms and root causes,harmony and winwin,planning first,and technology-led technology.Through practice,I understand the current status,effectiveness and main problems of Hubei’s water pollution prevention and control work.Aiming at the implementation and revision of the"One Law and One Regulation",this article puts forward four important countermeasures for the relationship:water quality deterioration and water shortage,preventive measures and governance measures,technological innovation and international standards,environmental protection and economic development.
