摘要
通过对全国31个省份出台的推进民办教育分类管理的实施意见及其配套政策与新《民促法》、"国务院30条"等新法新政的比较发现,民办教育分类管理制度建设存在顶层设计不完善、地方配套政策落地缓慢且创新不足等问题,进而提出深入推进民办教育分类管理制度建设的建议:完善民办教育分类管理制度的顶层设计,明确民办学校分类登记的过渡期,完善非营利性民办学校退出后的奖励、补偿政策,明确分类管理后民办学校的属性变更,明确完全中学、一贯制民办学校的分设安排,完善民办学校分类扶持政策,加强民办教育分类管理制度的立法解读和政策宣传等。
A comparative study is carried out on the provisions and supporting policies issued by the 31 provinces to promote the classification management of non-governmental education with the new"Civil Promotion Law","Article 30 of the State Council"and other new laws and policies.It is found that in the construction of classified management system for non-governmental education,there are problems such as imperfect top-level design,slow implementation of local supporting policies to promote classified management,and insufficient innovation.It proposes countermeasures and suggestions to further promote the construction of classified management system for non-governmental education,including:improving the top-level design of the classified management system,clarifying the transition period for the classified registration of non-governmental schools,improving the reward and compensation policies after the withdrawal of non-profit non-governmental schools,clarifying the changes in the attributes of non-governmental schools after classified management,clarifying the separate arrangements for high schools and comprehensive non-governmental schools,improving the classification support policies and strengthening the legislative interpretation and policy publicity of the classification management system for non-governmental education.
