我国大学内部治理中校院关系的审视与重塑

Examine and Reshape the Relationship between University andCollege in Internal University Governance in China

内部治理是大学制度建设的重要内容。大学内部治理需要处理多重关系,其中学校层面与二级学院层面的关系,是大学内部治理中兼具重要性和复杂性的一对关系。长期以来,学校与二级学院存在着"权、责、利"不匹配的情况,导致两者发展活力不足。学校对二级学院适当放权、明晰权责匹配并作必要的监督,成为扭转校院关系失衡局面的重要选择。学校需要树立权力下放的意识和决心,厘清权力让渡空间;二级学院需要改变"等、靠、要"的依赖心理,培养领导力,有力接管下放的权力。同时,要设计相关制度,为权力分配及有效运行提供有力保障。

Internal university governance is the main part of modern university system construction.Internal university governance needs to deal with various relationships,among which the relationship between university and secondary college level is significant and complicated.For a long time,there has been a mismatch of"rights,responsibility,and benefit"between university and secondary college,which has led to the lack of vitality for development.University’s proper decentralization of power to secondary college,clarifying power and responsibility with necessary supervision,are the important choices to reverse the imbalance of university-college relation.University level needs to establish the awareness and determination of decentralization,and clarify the power transfer space,while the secondary college level needs to change the dependence of"wait,rely,and ask",cultivate leadership and effectively take over the decentralized power.At the same time,it is necessary to design relevant systems to provide strong guarantee for power distribution and effective operation.
