省域高等教育现代化治理体系的意蕴及建构

建构省域高等教育现代化治理体系,是高等教育领域深入贯彻落实党的十九届四中全会精神的重要内容,也是新时代建设高等教育强国的内在需求。当前,省域高等教育治理体系存在忽视大学组织特点、制度体系供给不足、利益相关者参与乏力及治理文化尚未形成等问题。在实践过程中,应着力从重构新时代中国特色社会主义省域大学精神和大学理念、规范省域高等教育治理利益相关者的权力和责任、建构省域高等教育治理利益相关者共同体、促进省域高等教育治理显性制度和隐性制度之间的有机契合等方面努力,推进省域高等教育治理体系和治理能力的现代化。

The construction of provincial higher education modernization governance system is an important content in higher education to thoroughly implement the spirit of the Fourth Plenary Session of the 19 th CPC Central Committee,and it is also an inherent demand for building a strong higher education country in the new era.At present,there are some problems in the provincial higher education governance system,such as ignorance of university organizational characteristics,insufficient supply of institutional system,weak stakeholder participation,and not yet formed governance culture.In the process of practice,it is necessary to focus on reconstructing the spirit and university philosophy of socialist provincial university with Chinese characteristics,regulating the rights and responsibilities of stakeholders in provincial higher education governance,constructing a community of stakeholders in provincial higher education governance,promoting the organic harmony between the"explicit system"and the"implicit system"of provincial higher education governance,so as to promote the modernization of the provincial higher education governance system and governance capabilities.
