摘要
新时代背景下,以"为官不为""懒政"为主要表现形式的乡镇干部职业倦怠问题是社会关注的焦点,也是政治学、公共管理学和社会学研究的热点。乡镇干部职业倦怠现象表明乡镇政府内部既有的激励机制存在一定程度的失灵,且已经成为乡镇政府自身建设和乡镇治理现代化的重要阻碍。构建适宜的绩效考核制度是优化激励结构的关键环节。江西省YF县FX镇的乡镇干部绩效考核工作试点反映了当地乡镇政府的内部治理过程发生了从"及格达标"逻辑到"末位淘汰"逻辑的变迁。乡镇干部绩效考核制度的创新,推动了乡镇政府内部权威关系的重构,即目标设定权、检查验收权和激励分配权的重新配置。乡镇干部职业倦怠的治理实践体现了组织社会学的"控制权"理论的适用性,并发展了这一理论。
In the new era,the problem of township officials’job burnout,which is mainly expressed in the form of"negligence"and"inertia",is the focus of social concern,and also a hot topic of political science,public management and sociology research.The phenomenon of township officials’job burnout reflects that the existing incentive mechanism of township government has a certain degree of failure,which has become a big obstacle to the construction of township government and the modernization of township governance.The construction of appropriate performance evaluation system is the key step in optimizing the incentive structure.The pilot project of performance evaluation of township officials in FX Town,YF County,Jiangxi Province reflects the change of the internal governance process of local township government from"passing the standard"to"last one out".The innovation of the performance evaluation system of township officials has promoted the reconstruction of the authority relationship within the township government,that is,the reallocation of the right to set goals,the right of inspection and acceptance,and the right of incentive distribution.The management of township officials’job burnout reflects the applicability of the"control rights"theory in organizational sociology,and develops this theory.
