摘要
PPP合约的不完全性促使合约的履行依赖于合作双方伙伴关系的建立与维护。既有研究尚未充分探讨间接信任是否先于PPP合约存在并影响缔约,及其内部的结构差异性特征。通过构建理论分析框架,以确定中标社会资本的PPP项目合约文本为研究对象,应用多水平回归模型探索其对政府与社会资本合作的缔约影响。研究结果表明,事前的间接信任在政府与社会资本间普遍存在,使其合作伙伴关系呈现出网络化、过程性特征。社会资本的合作经验和政府信用成为“间接互信”的基础,这为PPP模式在我国迅速发展提供了一个理论解释。
As an incomplete contract,PPP(Public-Private-Partnership)contracts’fulfillment mostly rely on the relations between the public and the private sectors.Previous studies have not explored whether indirect trust exists before contracting between the public and the private sectors and whether it affects signing the contact Neither have the structural characteristics of the PPP contract been investigated.By using a multi-level analysis within an analytical framework,and drawing on the data from the disclosed PPP contracts,we explore the casual relations between indirect trust and partnerships.Overall,we conclude that the indirect trust could be widely found before contracting between the public and the private sectors,with the partnerships being networked and process-oriented.The operation experiences of social capital and government credit are the basis for indirect trust.Our findings provide a dialectical explanation for the flourishing development of PPP in China.
