在城市化建设、工业化生产、城市群创新能力区域不平衡、机械化农业生产以及老龄化的影响下,大量贫困农村地区青壮年劳动力投身城市建设中,使农村空巢老人人口快速增多,导致农村家庭赡养责任和义务脱离,农村留守老人养老问题成为一个非常严重且迫在眉睫的社会化难题。妥善解决农村空巢老人养老问题,是保障农村老年人权益的重要举措,对构建社会主义和谐社会具有重要意义。
