云南省居家养老服务规范框架构建研究

Research on the construction of the standard framework of elderly home-care services in Yunnan Province

[目的]构建一套科学合理、适用于云南省的居家养老服务规范框架,为居家养老服务规范化、标准化建设提供参考。[方法]通过实地考察云南省居家养老服务开展现状,结合政策、文献资料,组织课题小组讨论,采用德尔菲专家咨询法,对18名专家进行两轮咨询,初步构建云南省居家养老服务规范框架。[结果]2轮专家咨询问卷有效回收率分别为94.74%和83.33%,专家权威系数分别为0.906和0.914,Kendall s W系数分别为0.343和0.507;第2轮专家咨询各项目重要性赋值变异系数为0.05~0.28;最终确定居家养老服务规范框架包括14个一级服务项目和116个二级服务项目。[结论]本研究制定的居家养老服务规范框架符合云南省居家养老发展现状,迎合我省老人的居家养老需求,研究结果具有较高的权威性和可信度,可为云南省居家养老服务规范化建设提供参考。

Objective To construct a set of scientific and reasonable standard framework of elderly home-care services which is appropriate for Yunnan Province,so as to provide reference for standardization and normalize construction of elderly home-care services.Methods Through current situation of elderly home-care services in Yunnan Province by field visit,which combined with policy and literature to organize group discussions.It conducted two-round Delphi consultation to 18 experts,initially constructed standard framework of elderly home-care services in Yunnan Province.Results The effective recovery rates of the two rounds of expert consultation questionnaires were 94.74%and 83.33%,respectively.The expert authority coefficients was 0.906 and 0.914 respectively.Kendall s W coefficient was 0.343 and 0.507 respectively.In the second round of expert consultation,the coefficient of variation of the importance of each service project was between 0.05~0.28.Finally,it determined the standard framework of elderly home-care services including 14 first-level service projects and 116 secondary service projects.Conclusions The standard framework of elderly home-care services formulated in this study is in line with the development status quo,and caters to the needs of the elderly in Yunnan Province.The research results have high authority and credibility.It can provide reference for standardization construction of elderly home-care services in Yunnan Province.
