制度整合、新乡贤与乡村治理——基于S县的案例分析

Institutional Integration,New Gentry and X^llage Governance:Based on a Case Study of S County

现阶段随着乡村振兴计划、新乡贤计划的提出,士绅问题再次进入乡村治理的研究视野。在现有制度、社会背景下,新乡贤如何回归乡村治理成为重要的研究问题。本研究以制度整合的视角,考察了S县新乡贤回引计划如何与现有乡村治理制度之间建立关联,给予新乡贤以制度身份以及在制度实践层面促成新乡贤回归乡村治理。在此基础上,研究分别考察了制度身份与制度实践对于新乡贤回归乡村治理的意义。

With the launch of the rural revitalization plan and the new gentry plan,more attention is once again attached to the issue of the gentry in the research field of rural governance.Under the existing institutional and social background,how to attract new gentry back to rural governance has become an important research issue.From the perspective of institutional integration,this study examines how does the S county's new gentry plan establish a link with the existing rural governance system,raise awareness of the new gentry an institutional identity and promote the return of the gentry to rural governance in actual practice.On this basis,the study examines the significance of institutional identity and practice for the return of the new gentry to rural governance.
