上海社会组织的发展现状、问题及对策研究

Research on the Development Status,Problems and Countemieasures of Social Organizations in Shanghai

社会组织在上海市社会经济体系中发挥着越来越重要的作用。近年来,上海市社会组织呈现总体状况良好、各类组织均衡发展、相关政策逐渐完善、评估体系不断优化以及信息化水平日益提升的特征,但仍然存在数量与经济规模不匹配、各区数量分布不均以及社会认同感不高等问题。因此,上海市仍需要加强顶层设计,培育社会组织联动体制机制;注重因地制宜,实施社会组织引入计划;加快能力建设,提高社会组织影响力,进而促进上海市社会组织的高质量发展。

Social organizations are playing an increasingly important role in the social and economic system of Shanghai.In recent years,social organizations in Shanghai are generally well-performed,with balanced development of all kinds of organizations,gradual improvement of relevant policies,continuous optimization of evaluation system and increasing level of informatization.However,there are still some problems,such as mismatch between quantity and economic scale,uneven distribution of quantity in different districts and low sense of social identity.Therefore,the government of Shanghai still needs to strengthen the top-level design and cultivate the linkage system and mechanism of social organizations.They should fully consider the local conditions when implementing the plan of introducing more social organizations;Speed up capacity building,improve the influence of social organizations,and then promote the high-quality development of social organizations in Shanghai.
