经济区发展突破了“行政经济区”局限,既引发了与行政经济区管理的矛盾,也引发了与行政区社会事务管理的矛盾,其实质是辖区政府利益诉求和市场利益诉求不一致的冲突。探索建立经济区和行政区适度分离的管理模式,一方面要在类型多样的经济区中,寻求“经济区利益最大化”和“行政区利益最大化”的平衡点,分别选择分离的方式和程度;另一方面要通过构建协调机制,保证适度分离的实现。

The development of economic zone breaks through the limitation of"administrative economic zone",which not only causes contradictions with the management of administrative economic zone,but also with the management of social affairs of administrative regions.Its essence is the conflict between the interest demands of the jurisdiction government and the interest demands of the market.To explore the moderate separation of economic zone and administrative region management pattern,On the one hand,it is necessary to seek a balance between maximizing the benefits of the“economic zone”and the“administrative zone”,and to choose the method and degree of separation respectively.On the other hand,it is necessary to build a coordination mechanism to ensure the realization of moderate separation.
