发展向海经济,构建西部向海经济带,是新时代西部地区落实国家重大发展战略、构建“双循环”新发展格局、实现高质量发展的重要方式。西部地区各省市区进一步加强协同,可提升构建向海经济带良好的基础条件。在基础能力不足、区域协调发展有待深化、产业结构亟待优化、政策支持力度有待加强等现实问题制约下,应当在基础设施、科技水平、人力资源、资金项目、配套政策、经济发展模式等方面,加大政策支持力度,加强合作,完善西部陆海新通道体系和功能,统筹西部向海产业布局,深化国际合作交流,加快金融机制和政策创新,促进沿海和内陆开放型向海经济联动发展,加快形成西部地区“双循环”新格局。
