新冠肺炎疫情发生在我国启动“十四五”规划之初,与之相关的严峻外部环境还在演进中,有些问题还看不太清楚,研究由疫情带来的各种不确定性,成为编制好“十四五”规划的重要议题。“十四五”时期社会治理创新的着力点,一是适应社会关系模式变化,创新社会治理方式;二是重塑社会共同体;三是完善智慧环境下的社会关系模式。

The COVID-19 epidemic occurred at the beginning of China's“14th Five-Year Plan”.The situation is still in the process of evolution.The various uncertainties caused by the epidemic have become an important issue in the preparation of the“14th Five-Year Plan”.The focus of social governance innovation during the“14th Five-Year Plan”period is to adapt to the change of social relations and innovate social governance methods.Second,reshaping social communities;and third,perfecting social relationship models in a smart environment.
