摘要
电子商务作为互联网经济发展的产物,在其迅猛发展的同时存在产品真假难辨、信用评价失真、个人信息泄露等信用风险,仅由政府部门通过传统的监管方式对电子商务信用加以规制,其作用有限。基于此,电子商务信用建设应引入协同治理理念,要求以政府部门为主导,激发和引导电子商务行业组织、电子商务经营者、消费者等多元市场主体通力合作,维护社会公共利益,通过信用信息工具实现各主体间相互协同。以协同治理理念为理论基础,分析破解电子商务信用失范现象的现实困境,继而从共同规则的完善、各主体职能的发挥以及相互协同三方面提出电子商务信用体系建设的建议,治理电子商务信用失范现象。
As a result of developing internet economy, e-commerce has some credit risks, such as the difficulty of distinguishing the true from the false, the distortion of credit evaluation, and the leakage of personal information. Only the government departments regulate the e-commerce credit through the traditional way of supervision, whose role is limited. Based on this, the authors propose that the concept of collaborative governance should be introduced into the construction of e-commerce credit, which requires government departments as the leading factor to stimulate and guide the cooperation of e-commerce industry organizations,e-commerce operators, consumers and other multiple market entities to safeguard social and public interests,and realize the mutual coordination among the main bodies through credit information tools. Based on the theory of collaborative governance, the authors analyze the practical dilemma of e-commerce credit anomie,and then put forward suggestions on the construction of e-commerce credit system according to the improvement of common rules, the exertion of the main functions and mutual coordination, so as to govern the credit anomie of e-commerce.
