对香港基本法起草之前准备工作的历史考察

The Historical Research of the Preparation before the Drafting of the Basic Law of Hong Kong Special Administrative Region

基本法起草工作是一个起点,拉近香港与内地人民的距离,更是香港回归进程中的关键一步。为迎接这项复杂而艰巨的工作,中国政府进行了思想共识、政策和法律、组织等多方面的前期准备工作,以为其奠定基础和提供保障。这些准备工作有效地加强了两地在各领域的了解与合作,增强了香港同胞对“一国两制”方针政策的信任感,也是广义上基本法起草工作的有机组成部分。对这一进程的历史考察,能够进一步丰富和深化基本法起草史的研究,重温中国政府在香港回归前期所做的努力。本文根据新发现的内地和香港方面的研究资料,对基本法起草之前的准备工作进行一番尽可能详尽的梳理和阐释。

The drafting of the Basic Law was a starting point to bring the people of Hong Kong and of the mainland closer and a key step in Hong Kong’s return to the motherland.For this complicated and difficult task,Chinese government did a lot of preparation in such aspects as ideology,policy,legislation and organization,to lay the necessary foundation and provide necessary support.These preparations have effectively strengthened the understanding and cooperation between the mainland and Hong Kong in various fields,boosted Hong Kong residents’trust in the policy of“One Country,Two Systems”,and were also an organic part of the drafting of the Basic Law in a broad sense.A historical research on this process can further enrich and deepen the research on the history of drafting the Basic Law and review the efforts made by the Chinese government for Hong Kong’s return.Based on newlydiscovered research materials from the mainland and Hong Kong,this article sorts out and explains the preparations for the drafting of the Basic Law in as much detail as possible.
