摘要
新加坡国立大学与南洋理工大学在短时间内迅速成长为全球卓越的研究型大学是历史环境变迁与大学具体实践共同作用的结果。新加坡一流大学在政治环境、经济环境与文化环境的历史变迁中形成了从"英式教育传统机构"到社会"轴心机构"的大学发展逻辑、从"传统移植"到"自主建构"的理念生成逻辑和从"政府主导"到"大学自治"的管理制度演变逻辑。新加坡一流大学在人才要素、资源要素与管理要素的具体实践充分诠释了"人才汇聚""资源充足""管理规范"的三大特征,其生成路径清晰可见:坚持卓越理念与国家政策的引导;打造以研究团队为核心的卓越集群;实施大学与政府的协同互动;推行"引进来"与"走出去"的教育国际化双向并进。
The rapid growth of the National University of Singapore (NUS) and Nanyang Technological University (NTU) into global outstanding research universities in a short period of time is the result of the combination of changes in historical environment and specific practices.In the historical changes of the political environment,economic environment and cultural environment,Singapore has formed the university development logic which is of " traditional institutions of British education" to social "axial institutions";and the idea generation logic of "traditional transplantation" to "independent construction ";the management system logic of "government-led" to "university autonomy".The specific practice on talents,resources and management aspects of the world-class universities in Singapore fully explains the three characteristics:"talent pooling","resource adequacy" and "management norms".Its generation path is clearly visible:adhering to the guidance of the concept of excellence and national policies;creating an excellent cluster with a research team as the core;collaborative interaction between the university and the government under excellent leadership;and taking both ways of "introducing" and "going out".
