内蒙古自治区蒙古语言文字工作法治化问题研究

Study on the Legalization of Mongolian Language Work in Inner Mongolia Autonomous Region

党的十九大报告提出,我国推进国家治理体系和治理能力现代化是全面深化改革的总目标。对民族工作而讲,最重要的是提高民族事务治理现代化能力,推进民族事务治理法治化,最终实现民族地区经济文化发展与和谐稳定。内蒙古自治区作为模范自治区,在民族事务依法治理制度化、规范化方面取得诸多成就,尤其在民族语言文字工作治理方面,自2005年颁布实施《内蒙古自治区蒙古语言文字工作条例》以来,蒙古语言文字规范化、标准化、学习使用,民族教育发展,蒙汉两种文字并用及规范使用等方面均取得显著成绩。但是,在实践中仍存在一些困难和不足。应从建立健全法律法规配套制度、提高领导干部法治思维和法治方式能力、提高相关法律法规实施效果、加强法治监督等方面提升内蒙古自治区蒙古语言文字工作法治化程度,以推动内蒙古自治区依法治理民族事务,促进民族团结。

The report of the 19th National Congress of the Communist Party of China(CPC)pointed out that the modernization of China's national governance system and governance capacity is the overall goal of comprehensively deepening reform.To ethnic minority work,the most important is to improve modernization ability of minority affairs management,promote minority affairs management by law,realize minority area economy and culture development and harmonious stability eventually.Inner Mongolia Autonomous Region as a model example has made many achievements in the institutionalization and standardization of minority affairs management in accordance with the law,especially in the minority language work governance.Since the Mongolian Language Work Regulations of Inner Mongolia Autonomous Region enacted in 2005,the standardization,learning and use of Mongolian language,development of minority education,simultaneous use and normalization of two languages of Mongolian and Chinese has achieved remarkable results while there are still some difficulties and shortcomings in practice.The legalization of Mongolian language work in Inner Mongolia Autonomous Region should be developed to promote the Inner Mongolia Autonomous Region governance and national unity by setting up a complete set of laws and regulations,enhancing the law concept and ability of leading cadres,improving the implement effect of relevant laws and regulations and strengthening legal supervision.
