军民融合发展视域下的装备保障业务外包治理初探

摘要 保障业务外包是推进装备保障军民融合式发展的重要抓手,但基于军地双方各自效用目标的不一致性,致使在保障业务外包实施过程中潜在着诸多风险。对保障业务外包进行科学治理,有效防控和降低外包风险,以提高外包效益,既是装备保障能力建设的现实需要,也是稳妥推进装备保障军民融合式发展的有力保证。基于科学治理保障业务外包的现实需求,从有效防控和降低外包风险的视角对深化装备保障业务外包治理给出了相应的建议。 The outsourcing of support business is an important grasp to promote the development of military and civilian integration of equipment support,but based on the inconsistency of the respective utility objectives,there are many potential risks in the implementation of the outsourcing of support business.To carry on the scientific management to the guarantee business outsourcing,effectively prevent and control and reduce the outsourcing risk,in order to improve the outsourcing benefit,is not only the realistic need of the equipment support capacity construction,but also the powerful guarantee to advance the equipment support military and civilian integration development steadily.Based on the actual demand of scientific management and guarantee business outsourcing,the corresponding suggestions are given to deepen the management of equipment support business outsourcing from the perspective of effective prevention and control and reducing outsourcing risk.
