城市政体视角下的重大事件环境综合治理研究

Study on Comprehensive Environmental Control of Mega-Events from the Perspective of Urban Regime

进入新时代,城市竞争日益激烈,我国许多城市将重大事件植入自身发展进程中,以期实现城市环境的总体提升,这切实考验着主办城市的治理水平与治理能力。本文通过对我国典型重大事件的回顾,以及对武汉军运会环境综合治理的深入研究,发现重大事件环境综合治理过程中城市政体发生了从管制型向合作型的变迁,政府与社会构建合作伙伴关系是环境治理获得成功的关键。

In the new era,the urban competition is becoming increasingly fierce.Many cities in our country combine the occurrence of mega-events with their own development process so as to realize the overall improvement of the urban environment.This is a test of the governance level and governance capacity of the host city.This paper reviews the typical mega-events in China and studies the comprehensive environmental governance of the Wuhan military games.It is found that in the process of comprehensive environmental control,the urban regime has changed from a"management"to"cooperation"type.The key to the success of environmental control is to build partnership between the government and the society.
