职业教育"双师型"教师队伍肩负着培养我国行业企业所需的高素质技术技能人才,是我国职业教育和人力资源开发的重要支撑力量,是国家兴教强国的重要基石。《深化新时代职业教育"双师型"教师队伍建设改革实施方案》是多措并举推进"双师型"教师队伍建设的具体体现,提出了国家对新时代教师的新要求,以及对教师队伍建设的新理念、新目标、新标准、新举措、新机制和新保障等方面的顶层设计。通过学习研究该方案以及近年来的国家职教政策和职业教育改革发展导向,深入阐述了该方案出台的背景意义、"双师型"教师队伍存在问题以及方案的核心内容,并进一步给出了方案在贯彻落实中的几点思考和建议。

The"double-qualified"teacher team of the vocational education is responsible for cultivating high-quality technical and skilled personnel required by Chinese industry and enterprises,which is an important supporting force for Chinese vocational education and human resource development,which is an important cornerstone of strengthening the country through education.The"Implementation Plan for Deepening the’Double-qualified’Teacher Team Construction and Reform of Vocational Education in the New Era"is a concrete embodiment of promoting the construction of"double-qualified"teacher team through multiple measures,and puts forward new requirements and top-level design involving new ideas,new goals,new standards,new measures,new mechanisms and new guarantees for teachers in the new era.By studying the"Implementation Plan",recent reform and development of vocational education,and national policy orientation,the background significance of the"Implementation Plan",the problems of the"double-qualified"teacher team,and the key contents are interpreted in depth.Finally,several thoughts and suggestions in implementing"Implementation Plan"are given.
