在乡村振兴战略指导下,落实完善农村“三变”改革政策,对推进脱贫攻坚、农民增收、农业产业发展具有重要意义。农村实施“资源变股权、资金变股金、农民变股东”改革政策,需要根据内源式发展理念,即尊重社会经济条件、以自身发展为中心和协同发展,构建围绕内源式发展理念的“三变”改革政策发展内容,推进“三变”改革政策发展。

Under the guidance of the rural revitalization strategy,the implementation and improvement of the rural“three changes”reform policy is of great significance for solving the poverty alleviation problem,increasing farmers’income and developing industry agricultural.In the rural areas,the reform policy of“resources to equity,capital to Equity,and farmers to shareholders”should be fully implemented.It is necessary to follow the endogenous development concept,respect social and economic conditions around the concept of endogenous development,and synergistic development centering on its own development.We should construct the“three changes”reform policy development content of the endogenous development concept,and promote the development of the“three changes”reform policy.
