供给侧改革背景下社区教育资源整合优化路径研究

Integration and Optimization of Community Education Resources Under the Background of Supply-Side Reform

社区教育资源是开展社区教育活动的基本条件,社区教育资源的配置和整合优化是社区教育供给侧改革的关键问题。我国社区教育在资源建设和使用方面存在着总量丰富但质量差异较大、难以有效满足多样化个性化学习需求、建设主体多元且低水平重复严重、共享共用机制缺失、信息平台使用效率不高等问题。供给侧改革所强调和重视的加强结构性改革和提升供给效率,为社区教育资源建设和整合优化提供了新的视角。借鉴供给侧改革的思路,可以从转变社区教育建设思路、建立共建共享共用合作机制、完善新时代社区教育治理新模式、加大社区教育资源的市场化供给、提供政策支持引导、加强合作平台建设、强化社区教育工作者队伍建设等方面着手,促进社区教育资源整合优化,推动社区教育事业发展。

The allocation,integration and optimization of community education resources are the key issues in the supply-side structural reform of community education.After decades of development,there are still some problems in constructing community education resources in China,such as abundant quantity but the great difference in quality,difficult to effectively meet diversified personalized learning needs,multiple construction subjects with serious low-level repetition,and lack of sharing and sharing mechanism.The emphasis of supply-side structural reform on strengthening structural reform and improving supply efficiency provides a new perspective for constructing and integrating community education resources.Learning from the ideas of supply-side structural reform,we can promote the integration and optimization of community education resources and promote the systematic development of community education resources from the following aspects:changing community education construction ideas,establishing a cooperation and shorred benefits,cooperation mechanism,improving the new model of community education governance in the new era,increasing the market supply of community education resources,increasing policy support and guidance,and strengthening the community education workers.
